The brackets are part of the panniers, The bags have straps that attach them to the brackets.

I don't have Happy-Trail side cases, but my cases do have attachment points for this type of bag? How far apart are the quick snap loop attachments, the straps appear to be an inch or so in from end of bags, can you provide center to center measurement? I would guess 12.5 inches?
